The Following template provides for the main elements of a brief paper. These are guidelines only: submissions do not need to follow this template nor include every element.

TITLE OF BRIEF
Executive Summary

  • The purpose of the executive summary is to provide a short overview of the brief.  The summary can vary from half a page to two pages depending on the length of your brief.

Some of the elements to include in this section:

  • Statement of issue(s);
  • List of questions from the consultation paper being answered (if applicable);
  • List of key recommendations.

TABLE OF CONTENTS

If your brief is of a considerable length (10 pages or more) please provide a table of contents.

ISSUE(S)

  • A brief summary of question(s) raised in the brief.  If you are responding to a question in the consultation paper then please specify which one.

BACKGROUND / IMPLICATIONS

  • Provide a brief explanation of who you (or your organization) are and who you represent;
  • What are your concerns and issues?  This may include relevant background facts about key issues as well as the legal, social, economic, environmental, regional, and international context;
  • Describe the implications of these issues for you or your organization;
  • Explain how the issues you raise are related to federal labour standards. If possible, describe how your issues affect federal labour standards and vice versa.

RECOMMENDATIONS

  • What are your recommendations, from both a policy or non policy perspective, and what is the rationale behind them?
  • What are the possible impacts, if any, of your recommendations on business, communities, workers and Canadians in general?
  • How should your recommendations be enforced or implemented?

List all sources in this section.

APPENDICES

Include all documents not in the body of the brief (e.g. charts, graphs).
